Senate Parliamentarian would accept parole provision. Reject green card "super fee", will allow early adjustment of status.
My sources have indicated that Senate has made substantial changes to the immigration provisions in their secret negotiations with the Senate Parliamentarian. It is not clear if Bernie Sanders or Senator Durbin were involved in this but most certainly Chuck Schumer’s staff was involved in this.
Overall Democrats are all set for a win from Senate Parliamentarian over these proposals.
Changes to parole:
Language is being modified to give more power to DHS Secy. over parole and the duration of parole would be significant. Parole is going to be limited and hence will benefit far less people than previously though but will help anyone who has a US citizen relative such as a child, spouse or parent.
Parole provisions would also cover the children on H4 who are aging out.
SP’s reasoning is that if DHS can do an action today without Congress’s authorization, such a provision may pass the SP review as long as it has budget impact.
Changes to legal immigration :
While Senate Democrats have not discussed these provisions with SP, they Byrd bath which involves GOP, is likely to remove entire legal immigration provisions but Democrats have managed to modify it in few ways.
Super fee provision will be struck out. Not because of SP but because of unnamed GOP Senators.
All people in the backlog will be allowed to file early AOS. This will enable them to get EADs. There is an overwhelming support from both side of the aisle for this particular provision I am told.
To their credit, CATO, AILA, CompeteAmerica and few others advocacy groups have played a big role in this. I have deliberately omitted a major tech company supported advocacy group as they have been acting strange and shady all of a sudden.

Are calls to Durbin’s office helping ?
I am told the 1000+ calls his office is receiving has annoyed many people. Durbin himself has deliberately maintained silence on the topic by Senator Chuck Schumer seems to have taken notice along with Alex Padilla.
