BBB is converging.
Lot of stuff is happening in DC this week. CBO scoring of BBB is going to take longer by as Pramila Jaypal said, a preliminary scoring of some provisions should be available this week.
I expect more complications post that. A lot of parts of the bill will have to be struck out and the negotiations are going on with Sinema and Manchin. While these appear to be very vocal about their opposition of the size of the bill, I am told by my sources that there are several more Senators who are not happy with the scope of the bill.
The progressives have blinked once and it is expected that they will continue to blink and the BBB will be cut further. Immigration provisions are almost certain to be there. Remarkably, I am told that even $5000 for cap exemption is a provision that will not be removed but most expect it to be removed by the Senate Parliamentarian.
Senator Durbin and Schumer have also contemplated bypassing Senate Parliamentarian. This process would require support from Manchin and Sinema and I am told they are okay if they get more say into that remains in BBB and what is struck off.
I think BBB at this point is pretty much immigration bill + some spending. Now, it turns out as far as reelections are concerned immigration is far too critical than the spending. No person is going to be upset that they are not getting paid leave which they don’t have today. But if immigration harassment of their family continues they will be lot more upset.
Pelosi, Schumer and Durbin understand this well. Hence they are rallying their troops.
